Baltic Road Association (BRA)

Baltic Road Association (initially BRC – Baltic Road Council) was established in 1989. It is the regional inter-national organization of road specialists of the three states – Republic of Estonia, Republic of Latvia and Republic of Lithuania.
 
The members of BRA are the road organizations, institutions and companies which are recommended by the national road administrations of their countries. The members from the each country integrate their respective National Sections.
 
Official names of BRA are:
  • Baltic Road Association (BRA) — in English
  • Balti Maanteeliit (BML) — in Estonian
  • Baltijas Ceļinieku Asociācija (BCA) — in Latvian
  • Baltijos šalių kelininkų asociacija (BKA) — in Lithuanian
  • Dorozhnaja Assotsiatsija Baltii (DAB) — in Russian
BRA is a legal body which through its National Sections can be registered in each Baltic Country. BRA has its logo, flag, budget, blank for letters, bank accounts and great seal.
 
BRA is the legal successor of the Baltic Road Council which was established following the article 4.2 of the Recommendations of the XII (XX) Baltic Road Conference and the decision of the discussion between the representatives of Estonian, Latvian and Lithuanian road organizations in Riga on April 20, 1989.
 
The Council of the BRA performs the following tasks:
  • co-ordinates the scientific and technological work and mutual exchange of information;
  • promotes co-operation in the production of materials, equipment and road furniture;
  • performs implementation of new technological processes and state-of-the-art computer software;
  • implements uniform technical, economic and legal road policy;
  • deals with quality problems in road maintenance.
In order to implement all the above tasks, the BRA arranges meetings, conferences, seminars and symposiums and supervises the approximation of the legislation in the road field in accordance with the requirements of the European Union.

The BRA has a right to submit proposals to the governments and parliaments of the participating countries as well as represent those countries at international road meetings.
 
From 2009 until 2013 Lithuania is the chairing country of the BRA and Dr Skirmantas Skrinskas, Director of the Lithuanian Road Administration, is the Chairman of the BRA Council.
