| Estonia
The Estonian section of the BRA is represented by the national board and membership in 5 Baltic committees and national committees. The national board consists of 4 members:
Tamur Tsäkko, Chairman.
Märt Puust, Deputy Chairman.
Koit Tsefels, member.
Jüri Riimaa, member.
The members of the national board are also members of the Council of the BRA.
The ENRA was established 1 November 1990 within the jurisdiction of the Ministry of Transport and Communications as a government institution whose functions cover road-keeping and traffic management as well as state supervision and enforcement within the limits stipulated by the law.
The main tasks of the ENRA are the following:
Management of national roads and safe road traffic.
Drafting road-keeping plans for national and local roads and streets.
Road-keeping budgets and financing.
Supervision of observance of legal acts in keeping and use of roads.
Management of traffic and ensuring traffic safety.
General construction supervision of building and repair of roads.
The ENRA administrates state institutions financed from the state budget: 15 regional road offices, where there were 43 road districts at the beginning of 2001.
The activities of the ENRA are based on the Road Act (approved by the Parliament on February 17, 1999) and the Road Administration Statute.

Latvia
The Latvian section of the BRA is represented by the national board and membership in 5 Baltic committees and 15 national committees. The national board consists of the following four members:
Ivars Pāže, Chairman.
Aldis Lācis, Deputy Chairman.
Jānis Lange, member.
Ainars Vilnītis, member.
Mr. Ivars Pāže and Mr. Aldis Lācis are also members of the Council of the BRA.
Since October 26, 2004, the Latvian State Roads is a State Joint Stock Company that operates according to Company Statutes and the Agreement On Road Sector Management signed with its main client the Ministry of Transport of the Republic of Latvia.
The State Joint Stock Company Latvian State Roads is 100% owned by the state. The shares are managed by the Ministry of Transport of the Republic of Latvia.
State Joint Stock Company Latvian State Roads is the legal successor of the former Latvian Road Administration and now fulfils the same road administration and management functions.
Tasks of the Latvian State Roads are to:
implement the counting, registration, management and protection of state roads;
prepare the strategy for state road network preservation and development;
administer the state road financing;
organise public procurement in the road sector;
organise and control road network design, construction, repairs and maintenance;
prepare legal acts of the branch and control their implementation;
co-ordinate traffic safety organisation on roads;
supervise the construction, maintenance and protection of parish, company and household roads.
Additional tasks of the Latvian State Roads are:
consulting and services in the road sector;
organisation of training, seminars and conferences;
business activities for better implementation of targets and tasks set in the Statutes.

Lithuania
The Lithuanian section of the BRA is represented by the national board and membership in 5 Baltic committees. The national board consists of the following four members:
Virgaudas Puodžiukas, Chairman.
Algimantas Janušauskas, Deputy Chairman.
Petras Tekorius, member.
Algirdas Radauskas, member.
The members of the national board are also members of the Council of the BRA.
The LRA functions as a state institution and implements the strategy of road construction and maintenance. In conformity with this aim, it also carries out the following functions:
Acts as an employer for state road construction and maintenance works.
Participates in the National Commission of Traffic Safety and is responsible for the implementation of its decisions.
Prepares legislation within its competence, supervises how the legal acts are observed, controls how they are implemented in regional road administrations and submits proposals for the improvement of state road legislation.
Sets up the programmes on the road construction, maintenance, implementation of new technology and use of natural resources, improving the traffic safety, foreign investment and research.
On the basis of the Road Fund budget, distributes its funds for the purpose of road construction and maintenance, traffic safety, etc. and controls how the funds are used.
Organises local and international tendering procedures and signs contracts with physical and juridical entities for works and services.
Controls the quality of works and carries out their technical supervision.
Co-ordinates the activities of the road infrastructure development.
Collects data, manages and is responsible for the road data bank.
Co-ordinates and ensures the smooth operation of the road weather information system.
There are 21,121 km of state roads in Lithuania, their density in the country is approx. 331 km per 1,000 km2 and 5.8 km per 1,000 population.
